Energy renovation subsidies in Bern

The canton of Bern does not subsidise a single measure: neither insulation alone nor window replacement. A renovation is supported if it gains at least two CECB classes, for both the envelope and overall efficiency, or obtains Minergie certification. You apply online, before works begin.

Support depends on the number of classes gained or the label targeted and on the heated floor area; the rates are published in the cantonal guide of March 2026 (in German and French).

Covered rates and scope

No amount is displayed: the available data describes conditions, not a rate that can be applied before the project is qualified.

Who can apply

  • Owner-occupiers and companies; not buildings owned mainly by the Confederation or the canton.
  • A building whose building permit was issued before 2000: the permit year counts, not the construction year.
  • A renovation gaining at least two CECB classes (SIA categories 1 to 6), or a renovation certified Minergie, Minergie-P or Minergie-A (categories 1 to 12).
  • A building that is no longer heated with oil, gas or electricity after the works.

What is not subsidised

  • Replacing windows alone and insulating a single element: no single envelope measures.
  • A renovation gaining fewer than two CECB classes on either scale.
  • Applications filed after works have started: they are rejected.
  • A parallel application to another programme funded by the CO2 levy.
  • An «Installations» application (heating only) together with a renovation: it is only possible 3 years after payment.

Renovation conditions

  1. CECB route: the class gain is measured on both scales of the certificate, envelope and overall efficiency; if they differ, the smaller gain counts.
  2. CECB route: attach a certified CECB and a CECB Plus compliant with the product rules; a bonus is added according to the envelope class reached (A, B or C), if it appears in the decision.
  3. Minergie route: attach the Minergie verification form, then the final certificate at the end; CECB support paid in the previous 10 years is deducted.
  4. A single application covers all envelope and building-services works, heating replacement included.
  5. The support commitment is valid for 4 years: works can be staged, the final state is what counts.

The application, step by step

  1. Get a CECB, then a CECB Plus to choose the route; the CECB Plus is itself subsidised for buildings from before 2012, if requested before it is drawn up.
  2. Plan the works with specialists and ask for quotes.
  3. Create the application on the cantonal portal (BE-Login via AGOV), Buildings category, before works start, and upload the attachments.
  4. Print and sign the generated application letter, then send it scanned by email or by post to the cantonal office for the environment and energy.
  5. Wait for the decision, then carry out the works within the 4-year validity of the commitment.
  6. File the payment request on the portal before the deadline: updated CECB or final Minergie certificate, and photos of the works.
