Energy renovation subsidies in Fribourg

Fribourg supports three renovation routes that cannot be combined: per-element insulation, with a bonus if at least 90% of the façades and roof are insulated in one stage; gaining CECB classes; and comprehensive Minergie renovation. The building must have been permitted before 2000, and you apply before works begin.

The rates shown come from the cantonal energy regulation; support is capped per measure, and the commitment is valid for two years. Buildings with 5 or more dwellings also have support for optimising their installations.

Who can apply

  • A building permitted before 2000, for insulation, CECB class and Minergie.
  • Parts of the building already heated before the works, whatever the heating system.
  • Any owner or condominium, to whom support is paid; not buildings of the canton or the Confederation.
  • For optimising installations (heating, ventilation, plumbing): buildings with five or more dwellings.

What is not subsidised

  • Replacing windows alone: it only counts in the CECB or Minergie route.
  • New buildings, extensions and raised storeys.
  • Works started before the decision: the subsidies act excludes works in progress.
  • Combining routes: per-element insulation, CECB class and Minergie exclude each other, and Minergie cannot be combined with heating support.
  • Balconies, parapets, eaves, dormers, window reveals and blind boxes.

Technical conditions

  1. Insulation: U-value of at most 0.20 W/m²K after works (0.25 W/m²K for walls and floors more than 2 m below ground), improved by at least 0.07 W/m²K.
  2. Insulation: a CECB Plus is required above a certain support amount (art. 42 of the regulation); if impossible, a summary analysis following the SFOE specifications.
  3. Insulation bonus: at least 90% of the façades and roof insulated in a single stage; walls and floors against the ground do not count.
  4. CECB class: CECB Plus before works, updated CECB afterwards. Minergie: provisional certificate before works, final one afterwards.
  5. Protected building or element: relaxed requirements with evidence; internal insulation is allowed but not recommended, unless the outside cannot be insulated.
  6. Buildings with 5 or more dwellings: optimisation of installations by accredited professionals, applications until 31 December 2026 or until the budget runs out.

The application, step by step

  1. Choose your route: per-element insulation (with or without the bonus), gaining CECB classes or comprehensive Minergie renovation; a CECB Plus helps decide.
  2. Gather the documents: site plan, photos of every side, quotes, area and U-value calculations, CECB Plus if required, evidence of existing insulation.
  3. Apply on the Buildings Programme portal before works start, then post the signed form.
  4. Wait for the subsidy commitment: works may only start once it has been received.
  5. Complete the works within 2 years (3 years for the CECB route); a single extension of at most 6 months is possible.
  6. Send the signed completion form with invoices and photos; the energy service checks the statement, then pays the support.

Frequently asked questions

My house in Fribourg dates from 2005: can I get insulation support?

No. Insulation, CECB class improvement and Minergie renovation all require a building permit issued before 2000, according to the cantonal energy regulation.

Is window replacement subsidised in Fribourg?

Not on its own: the energy regulation excludes replacing windows alone. Windows count in a renovation that gains CECB classes or in a comprehensive Minergie renovation.

Can Minergie and heat pump support be combined in Fribourg?

No: comprehensive Minergie renovation can only be combined with support for a first heat-distribution installation and with self-consumption groupings. Per-element insulation, by contrast, can still be combined with heating support.

Can I start works before the subsidy commitment?

No: in Fribourg, works may only start once the decision has been received. The cantonal subsidies act excludes works in progress, and even an authorised early start gives no right to support.

Does the City of Fribourg add its own support?

Yes: it pays a top-up of 25% of the cantonal amount, excluding bonuses and capped, for insulation, CECB class, Minergie and solar thermal, provided the canton has validated the project first. Bulle supports the CECB Plus; elsewhere, ask your municipality.

My building has 5 or more dwellings: is there support for optimising the heating?

Yes, until 31 December 2026 or until the budget runs out: the energy audit is covered at 50% up to a set limit, then optimisation measures (remote monitoring, adjustment, hydraulic balancing, predictive control) at 50%, by accredited professionals.

Can I deduct subsidised works from my taxes in Fribourg?

Yes, but only the part you still bear after the subsidy; insulation and better-performing windows count as energy-saving investments. That does not apply to a new building, an extension or rooms that were previously unheated.
