The energy certificate in Neuchâtel: when it is required

In Neuchâtel the building energy certificate is not subsidised: it is required. The cantonal energy act makes it the official certificate granting access to subsidies, and the buildings programme asks for a CECB Plus above a given level of support.

Is your building concerned?

The duty targets buildings from before 1990 that exceed one of the two thresholds. These three facts are recorded in the federal building register.

Indicative official rate. The final amount depends on the application and cantonal decision.

Points to check

  1. Check whether the building falls under the cantonal duty to determine its energy performance: permit issued before 1990, large energy reference area or at least five users of a central heating system.
  2. Plan for a CECB Plus before works as soon as the intended subsidy exceeds the threshold set by the Neuchâtel Buildings Programme.
  3. For the class improvement (M-10), confirm a gain of at least three classes on the envelope and overall, with renewable heating.
  4. For a heritage building, confirm the envelope class before works and the partner-municipality status required by RENO-NE.
  5. Have the certificate issued by an accredited expert: the document is not self-declared.
